THIS BEFORE ANYTHING ELSE
"Dholera SIR" (Special Investment Region) has a legally defined boundary — only 22 notified villages fall inside it. A lot of land marketed as "Dholera" actually sits just outside this boundary. Both can be legitimate, but the authority, benefits, and price differ significantly.
IN
Inside SIR boundary: Regulated by DSIRDA. Full smart-city benefits — higher FSI, single-window clearances, direct access to planned infrastructure. Typically higher entry price.
OUT
Outside SIR boundary: Regulated by AUDA (Ahmedabad Urban Development Authority). Can be 100% legal if properly approved, often lower entry price, but without the same smart-city benefits or DSIRDA oversight.
Before anything else, ask: is this plot inside or outside the SIR boundary? The answer changes which authority and which documents matter.

Dholera's growth story is real — and that's exactly why fraud has followed it. A recent scam worth over ₹2,700 crore involved agricultural land sold as "smart city plots." Government backing of the region does not mean every seller is approved.

Inside SIR: DSIRDA Development Authorization + DSIRDA NOC
Outside SIR: AUDA Plan Pass & Layout Approval
NA (Non-Agricultural) Order — required either way, before any land can be legally developed
Clear title chain, verified independently — not by the seller's own lawyer
Encumbrance Certificate — confirms no loan, mortgage, or dispute on the land
RERA registration, where applicable — confirmed directly on the Gujarat RERA portal

Not necessarily. RERA is only mandatory for projects where the developer commits to construction (villas, housing societies). Plot-only layouts often don't carry a RERA number — that alone isn't a red flag. What matters more is DSIRDA authorization, the NA order, and a clear title.
The region itself is a genuine, government-backed industrial corridor. But safety depends entirely on the specific plot — its authorization, title, and legal status. The macro story being real doesn't make every seller legitimate.
